Dr. Shahriari: Realization of a New Islamic Civilization Depends on Convergence of Four Quadrants of Islamic World
He stated that achieving a united Ummah and a new Islamic civilization is impossible without understanding and cooperation among these quadrants.

According to the news agency Taghrib (TNA), Hujjat al-Islam Hamid Shahriari expressed that undoubtedly, achieving a new Islamic civilization requires prerequisites, including the establishment of a united Islamic Ummah and a union of Islamic countries. These achievements necessitate communication at the realization stage and media at the representation stage of communications.
He stated, "If we in the Islamic world want to pursue a new Islamic civilization, we must pay full attention to the quadrants and components upon which this civilization can be built. These quadrants should be examined in terms of cultural, economic, and political aspects. Naturally, in the cultural domain, the role of scholars and religious institutions is very significant in this path."
Hujjat al-Islam Shahriari added, "What I am presenting to you today is a four-sided shape, where each side represents a part of the Islamic world. If these quadrants have understanding and cooperation, they can facilitate the achievement of a united Ummah, a union of Islamic countries, and subsequently, a new Islamic civilization. Of course, this structure can have additional sides."
According to him, the first quadrant is the Axis of Resistance, which has been formed with the focus and roots of the Islamic Republic of Iran since the beginning of the Islamic Revolution. This axis has stood against a world that has caused calamity and harm to the region over the past 300 to 400 years, transforming India, Iran, and the Ottoman Empire into multiple and diverse countries, and continues its project to create discord in this region.
He added, "The only axis that stands against the global arrogance's project of division is the Islamic Republic, which, with the help of regional countries, has presented a model based on resistance against disbelief and brotherhood among Muslims."
Hujjat al-Islam Shahriari identified the second quadrant as the Al-Azhar axis, centered around Sheikh Ahmed al-Tayyib, stating, "Efforts are underway to introduce Sheikh Ahmed al-Tayyib as the leader of the Islamic world, similar to the role of the Pope in Christianity. This axis focuses on Al-Azhar, which has a history of several hundred years, and the Council of Muslim Scholars, with Sheikh Ahmed al-Tayyib at its head."
He further referred to the discourse of this axis, saying, "This axis has a different discourse from the Axis of Resistance; however, it has introduced a slogan called 'Islamic Dialogue,' which explicitly mentions dialogue between Shia and Sunni. They emphasize brotherhood and strength among sects and accept Shia as one of the Islamic sects."
The Secretary-General of the World Forum for Proximity of Islamic Schools of Thought also referred to the meeting of the Council of Muslim Scholars in Bahrain, adding, "The Islamic Republic participated in this meeting and stood alongside the scholars of Al-Azhar in a unified framework. Key speakers from the Islamic Republic participated in this meeting, which had significant impacts."
He identified the third quadrant as the Saudi axis, which has been activated under the Islamic World League and the presidency of Muhammad bin Abdul Karim al-Issa. This axis has set aside its previous discourse and adopted a convergent approach with the Islamic world.
Dr. Shahriari explained, "The Saudis are trying to set aside extremist thoughts to create the necessary regional stability for the realization of large economic projects like NEOM. This axis has established a conference that the Islamic Republic of Iran has actively participated in over the past two years, which is aligned with the Islamic Unity Conference that has been ongoing for nearly 40 years, and they have named it 'Building Bridges Between Islamic Sects.'"
Hujjat al-Islam Shahriari identified the fourth quadrant as the Turkish-Qatari axis, centered around the Union of Muslim Scholars and figures such as Dr. Ali Qaradaghi and former heads of Turkey's religious affairs.
He stated, "This Turkish-Qatari axis is primarily supported by the Brotherhood, following Qatari funds and Turkish policies. Although they are united internally, they still maintain their distance from the other three quadrants and are unwilling to align with the Axis of Resistance or Proximity."
The Secretary-General of the World Forum for Proximity of Islamic Schools of Thought emphasized, "We must strive to collaborate with them while avoiding provoking the sensitivities of the other three quadrants, as it is the scholars who guide the people toward the designed goals.
