Requirements for a "Progressive and Leading" Seminary
Ayatollah Khamenei emphasized that the seminary is not merely an institution for teaching and studying, but rather a collection of knowledge, education, and social and political functions.

He elaborated on key areas that can truly make the seminary "progressive and leading."
In explaining the first key area, he regarded the Qom Seminary as a center with a vast scientific capital of Shia scholarship, which is the product of the intellectual efforts and research of thousands of religious scholars in fields such as jurisprudence, theology, philosophy, interpretation, and hadith over the course of a thousand years.
Ayatollah Khamenei identified one of the important responsibilities of the seminary as a valuable scientific center with a thousand-year scholarly background, to address issues related to Islamic governance and the management of society.
He added that matters such as the relationship between the government and the people, as well as with other governments and nations, the issue of negation of the way, the economic system, the fundamental principles of the Islamic system, the source of sovereignty from the Islamic perspective, the role of the people in it, and positioning on important issues and against the system of domination, the concept and content of justice, and dozens of other fundamental and sometimes vital issues must have jurisprudential responses.
Ayatollah Khamenei also highlighted the necessity for the seminary to be familiar with contemporary global findings and to collaborate with universities in designing and organizing social systems.
The Supreme Leader of the Revolution described Islamic civilization as the antithesis of the current material civilization and emphasized that this false civilization is destined to decline based on the inevitable laws of creation.
He stated that our duty is to assist in the nullification of this falsehood and to prepare a replacement civilization in thought and action. The seminary has a significant responsibility in this regard, primarily to outline the main and secondary lines of the new Islamic civilization and then to explain, promote, and cultivate it within society.
