Iran FM criticizes of anti-Iranian moves by the US and Bahrain in the UN Security Council

The text of the letter written by Seyyed Abbas Araghchi, Minister of Foreign Affairs of the Islamic Republic of Iran, addressed to Antonio Guterres, Secretary-General of the United Nations; Wang Yi, Minister of Foreign Affairs of China; Fu Cong, Ambassador and Permanent Representative of China to the United Nations and President of the Security Council for the current month; as well as member states of the United Nations, is as follows:

Your Excellency,

I am writing to you concerning the one-sided and incomplete draft resolution on the situation in the Strait of Hormuz and its surrounding areas, which has been submitted jointly by Bahrain and the United States for adoption by the United Nations Security Council.

This text makes no reference to the main cause of the current situation in the Strait of Hormuz, namely the military aggression and unlawful use of force by the United States and the Israeli regime against the Islamic Republic of Iran. The current situation is directly and solely a result of their aggressive, unjustified, and illegal war. The true purpose of this draft is to distort the facts on the ground and to justify the past and ongoing unlawful actions of the United States against Iran in the Persian Gulf and the Strait of Hormuz; a region that is thousands of miles away from the coasts of America.

The international community must not allow the Security Council to be misused by aggressors or turned into a tool for legitimizing their illegal actions.

Utmost vigilance is necessary to prevent any attempt to distort the established rules and principles of international law in a way that could justify aggression or the unlawful use of force.

The sponsors of this draft, by presenting a selective and biased narrative, are abusing international law while simultaneously ignoring the flagrant violations of international law by the United States itself.

This draft also ignores repeated ceasefire violations by the United States, including the illegal naval blockade and the attack on and seizure of Iranian ships. Furthermore, the invocation of Chapter VII of the United Nations Charter is completely unjustified and disproportionate.

If this resolution is adopted, the credibility and standing of the Security Council will be severely weakened, the executive powers of the Council will become politicized, and a dangerous precedent will be set for legitimizing unilateral coercive measures and the unlawful conduct of the United States in violation of the sovereignty and sovereign rights of the littoral states.

Allowing the United States to misuse the Security Council in response to a crisis it has created without the authorization or even prior notification of the Security Council will have devastating consequences.

I find it necessary to emphasize that, subject to the permanent cessation of the war and the lifting of the blockade and unlawful sanctions against Iran, normal maritime traffic through the Strait of Hormuz will return. Therefore, the path to achieving stability lies in the United States' adherence to international law, not in misusing the Security Council in a manner that further complicates the situation.

In light of the above, and also given the continuous pressure by the United States on member states to participate in sponsoring this draft for political and propaganda purposes — a method the US has employed many times before, including in connection with Security Council Resolution 2817 (2026) to advance its political agenda — I request you and your government to take a principled and responsible stance and refrain from supporting or participating in this draft resolution.
