The previous government of Afghanistan, which claimed to secure Iran's water rights by constructing the Kamal Khan Dam in Nimroz province on the Helmand river, practically prevented the implementation of this agreement, which caused great damage to human, animal and plant life around the Helmand river in Iran, especially in Sistan and Baluchistan province.

Ebrahim Raisi, President of the Islamic Republic of Iran, in the Sunday evening meeting of the government, commissioned Hossein Amir-Abdollahian, Minister of Foreign Affairs, and Hassan Kazemi Qomi, Iran's president's special envoy on Afghanistan affairs, to consult with the governing body of Iran to seriously pursue the issue of Iran's water share from the Helmand River and the supply of water needed by the people of Sistan and Baluchistan.
