Pres Raisi says councils key pillars of decision-making in country
The President stated that the city and village councils have a special place in the constitution and stated, "To strengthen the republic system and the principle of paying attention to the will, desire and participation of the people in decision-making, the constitution has introduced council of cities and villages as one of the important pillars of decision-making".

Pointing out that the Islamic councils of city and village are the pillars of the constitution and the interpretation of the pillar in the constitution has an important meaning, the President added, "Also, the role of the councils is in implementing social and economic justice at all levels and fighting poverty, corruption and discrimination".
Pres. Raisi emphasized that the opinions of the councils, as a position representing the people, should be taken into account in the way of budgeting of the village, city or province, and stated, "The council is not the authority that approves the budget, but it is the authority that declares the opinion on the budget and can express an opinion about the budget of the province or city".
The President mentioned the implementation of justice based on consideration of the document of spatial planning as one of the other important goals of the activities of the councils in the country, and said, "One of the important goals of the councils is the implementation of justice. First of all, it is the government that is obliged to implement justice, and in the Popular Administration we consider ourselves obliged to implement justice, but the councils must also follow the implementation of justice".
Ayatollah Raisi noted, "In the administration of justice, the councils should not only pay attention to their own neighborhood and city, but they should look at their own place on the one hand, and on the other hand, their place in relation to the region and the country".
The President considered the opinions of the councils regarding the budget important and clarified, "The opinion of the councils from this point of view can be of great help to the government in drafting and to the parliament in approving the budget bill".
Referring to the repetition of the interpretation of Utopia in the words of philosophers, Raisi pointed out, "Utopia is not necessarily a city, but any inhabited place where people live. What characteristics should this utopian city have? Here, the foundation stone of what can balance our city and village is rationality, spirituality, ethics and justice that should rule over every region of ours".
Stressing that council members should follow the rule of morality and justice in the region they represent, the President said, "These are important ideals and goals that are mentioned in the constitution in some way and council members should always seek to deal with discrimination and corruption and the implementation of justice".
