Its duties, responsibilities, and organizational structure are explicitly defined in Iran’s Constitution and in legislation passed by the Iranian Parliament. Therefore, any action taken against the IRGC constitutes an attack on Iran’s entire legal and governmental system and a violation of international norms.
He emphasized the IRGC’s decisive role in combating terrorism, particularly in halting and defeating extremist groups such as ISIS in Syria and Iraq—efforts that effectively prevented the spread of terrorism into Europe. From this perspective, he described the
EU’s decision as an act of ingratitude toward a force that contributed significantly to regional and global security.
Zangeneh argued that the move aligns more with the interests of the United States and Israel than with Europe’s own strategic needs. He noted that Europe’s security is directly tied to stability in West Asia, and any disruption to the region’s security architecture will inevitably impact Europe. Unlike the United States, which is geographically distant, Europe is situated next to the developments of West Asia and would be the first to feel the consequences of instability.
He added that the decision reflects a lack of understanding among some European officials—particularly within the European Parliament—regarding the security dynamics of West Asia and the direct implications for Europe. The IRGC’s operational record in Syria and Iraq, he said, clearly demonstrates its role in confronting terrorist organizations.
Zangeneh concluded by urging European governments to reassess their approach, avoid unrealistic and poorly calculated decisions, and prioritize their own long‑term security interests. He warned that such actions could have serious repercussions not only for the region but also for Europe itself.
