The Supreme Leader of the Islamic Revolution underlined that the movement of the Iranian nation caused the enemy to act desperately in recent riots, and advised the officials to be vigilant not to be distracted by these issues for doing the main and essential tasks.

 Referring to the recent unrests, the Leader of the Islamic Revolution called the scattered riots a passive and clumsy design of the enemy against the great and innovative developments and movements of the Iranian nation and emphasized: "As long as the nation is on the path of the Islamic system and religious values, these hostilities will continue and the only way to cure it is to stand still and the country's officials should also be careful that such issues do not prevent them from their main responsibilities and duties in the domestic and foreign arenas.
 
Ayatollah Khamenei thanked the members for their efforts in the previous term of the council, especially the dense meetings about the general policies of the Seventh Plan, and while honoring the deceased members, especially the late Ayatollah Hashemi Shahroudi, noted: "The council in terms of the presence of elite and experienced people in it , and because of its important duties, has an elevated and superior position."
 
The Supreme Leader called the most important responsibility of the Expediency Council the task of "recognizing expediency" and said: "The issue of expediency is one of the vital issues of the system, and according to the honorable Imam, it is so important that neglecting it sometimes causes the failure of Islam."
The Leader of the revolution found it wrong to introduce and interpret "expediency" as opposed to "truth and ruling of the Sharia" and emphasizing that correct recognition is necessary to know the matter and expediency, and added: "Determining expediency should be done in a way that is completely reassuring."
 
Ayatollah Khamenei noted that one should not have an extreme or excessive view on the issue of general policies because it is wrong to include ideal issues and anything useful for the country as a general policy as well as detailing and determining some quantities and entering into executive and legislative details.
 
The Leader of the revolution called the correct definition of general policies "an up-to-date and guiding framework for laws and executive affairs in order to achieve goals" and added that some policies are permanent, but others are specific to a specific period and need to be updated.
 
He considered the task of monitoring the good implementation of general policies as a delicate issue and said: "Sometimes it is complained that this monitoring hinders the work to progress while legal considerations and rules should be taken into account in such a way that monitoring while preventing the deviation of legislative and executive directions, do not cause a stop or delay in affairs.
 
Ayatollah Khamenei continued to refer to the recent unrests and some scattered riots and advised the members of the Expediency Council as influential people in reforming affairs and neutralizing the enemy's plan, to pay enough attention to these issues and not to ignore these issues.
 
Emphasizing that in the recent events, the role and involvement of the enemy is clear and obvious to everyone, even to neutral foreign experts, he added: "These cases are not an internal spontaneous issue, of course they may have used some grounds, but the actions of the enemy, such as propaganda, the attempt to influence intellectually, create excitement, encourage and even teach ways to make incendiary materials is now quite clear and obvious."
 
The Leader of the Revolution listed the important point in these cases as "the passivity and reactivity of the enemy's movement" and noted: "The Iranian nation made great moves in a short period of time, which were 180 degrees opposite to the world's arrogant policies, and they had to react and in this framework by planning and spending money, they brought people including some politicians in the US, Europe and some other places to the scene."
 
Ayatollah Khamenei said: "These great movements showed that the Iranian nation, in addition to being cheerful, is religious and adheres to religious values ​​and issues, and the country continues its forward movement with speed."
Ayatollah Khamenei considered the presence of millions of young people in the Arbaeen march and religious movements as an example of piety, religious belief and great movements of the Iranian nation and added: "In fact, the initiative was in the hands of the Iranian nation and the enemy was forced to react clumsily and stupidly and plan for a disturbance."
